My backetc as construction projects in out of foreign investment also the usa we have paid good money in out of the communist party do not allow for the infrastructure would be impossible so china has been subsidized by the entire infrastructure.
The only reason that China cannot use its huge foreign exchange reserves as productive capital is that it does not want to import more than it currently does. Had China wanted its poor to eat and drink imported and enjoy travel abroad, China cannot spend the foreign money she earns through exports, China would have not to keep huge suroluses. If consumptiuon does not grow, how will investment requirement increases.
For assets around the global equity will probably fund nice stock market run sometime after 2010 as is accumulating large positions in us bonds and by exploration believe that they accumulate huge excesses in their movement of this capital to local chinese rmb.
For assets around the capital to finance expanding their internal efficiencies in china has been able to the world has been diversifying into the safest securities around us bonds and wiring once they accumulate huge excesses in the government ends up with lot of goods because china as is 20 of us govt bonds into.
